Please follow the below steps to create multiple languages in magento 2.
Step 1: Add a New Store View.
Go to Admin Panel > Stores > All Stores.
Step 2: Now click on Create Store View button.
Step 3: Fill the Store View Information.
- Select the Store from the select box
- Set the Name of the Store View.
- Set the Code of the Store View.
- Enable the Store View Status from the select box.
After the Store View Information is filled then click on Save Store View button.
Step 4: Set Locale.
Once creating a new store has been done, you have to set its locale by going to Admin Panel > Configuration > Store View
In the General section find Locale Options and set a language for the store view.
Step 5: Once you have finished the Store View locale configuration then Click on Save button.
