Go to Magento admin Catalog -> Attributes -> Manage Attributes and click on add new attribute.Select Media Image for Catalog Input Type for Store Owner.
Refresh index and go to Manage Attribute Sets and assign the new attribute to Images section by drag and drop.You will see this attribute in product edit section.
